Put whatever you want in it! If you just want some basic text - write a document in Google docs, then File, download as HTML. Copy and paste everything in the file you download and paste it in your new page, replacing everything except the at the top.

Find a place to link to it! You can put the link on the main landing page, (landingpage2.html), or wherever you want. So log into neocities, edit the landingpage2.html, find the area with all the links like Resources and Quotes, and add something like this -
